Concussion Inc. today filed a formal administrative appeal for further public information from the incident report in the October 2012 drowning death at the Meadowbrook Aquatic Center of 14-year-old Louis Lowenthal following a practice at Michael Phelps’ North Baltimore Aquatic Club.

As I’ve been reporting, the Maryland Department of Health and Mental Hygiene redacted large portions of the incident report before releasing it to me, and I am challenging the grounds for these redactions.
