The University of Utah suspended swim coach Greg Winslow, then fired him, as soon as Concussion Inc. revealed in late February that an Arizona State University police report was recommending his arrest on two counts of sexual abuse of a minor. But the Maricopa County attorney’s office still has not acted on that recommendation.

Yesterday I asked the county attorney whether the decision to proceed is solely based on internal consideration of the police report. The passage of this much time raises speculation that the prosecutor also conducts independent interviews or investigation, either routinely or as normal practice.

County attorney spokesman Jerry Cobb told me, “We do not conduct investigations. On occasion, we will request additional investigation by the submitting agency before making a charging decision.”
